The Restoring Families Across America Foundation is a national nonprofit dedicated to strengthening households and restoring the family unit across America. RFAA provides the faith-based, community-rooted infrastructure that anchors the CSRC model — ensuring families receive holistic support that goes beyond financial compliance to true restoration.

Bruce C. Carter, Ph.D. is a nationally recognized advocate for Black male achievement and family restoration. His doctoral research — Who Really Cares? Examining Violence, Illiteracy, Non-Active Fathers, and Low Self-Esteem — forms the academic and programmatic foundation of the CSRC. Through Carter Empowers and Becoming the Best Dad, Dr. Carter has mentored 500,000+ youth and built the community networks that make the CSRC possible.

Our Approach
The Child Support Reduction Center (CSRC) was created to help families address one of the largest financial challenges facing parents today — over $100 billion in unpaid child support arrears across America.
Instead of punishment-only approaches that often lead to incarceration, job loss, and deeper debt, CSRC provides a structured pathway for non-custodial parents to take responsibility and work toward resolving their child support obligations.
Our model works because it focuses on three things that traditional systems often miss:
Parents must acknowledge their responsibility and participate in structured programs.
Participants gain access to income-generating opportunities designed to help them make payments toward arrears.
Mothers and children benefit when fathers have a realistic pathway to meet their obligations.
When parents are given a pathway to responsibility instead of permanent punishment, children are the ones who benefit the most.

To establish a national network of Child Support Reduction Centers that significantly decrease America’s $113.5 billion child support arrears burden, increase children’s access to consistent financial support, improve co-parenting relationships, and strengthen father-child bonds through meaningful engagement.
